The monarchy

Aurelia Coast is ruled by a monarchy. The King has been around a long time. His father, the previous King, removed Arturo's number and mark long ago.

The monarchy is marked. The King, the Queen and state leaders each once carried a number.

The Kingsmen guard it, and the Infrastructure Authority, the council that maintains Mother's systems, reports to it.

It keeps a close eye on the games. It has noticed that a 0 can never be drawn, and the rumor is that Zero may be replaced.

It doesn't want trouble spoken of. After the breach, nothing is said publicly, so as not to scare off tourists.
